The latter are just empty userpages, imho, they'd better just be deleted, but perhaps you'd want to put the template there instead (but some might be actually intentional, it is definitely a manual work). The former are the real problem: those are local userpages with the template where there is global userpage on Meta in presence. Unless you delete the local userpage the global userpage would not show up. While there might be exceptions, but in general something like [[m:User:端くれの錬金術師]] provides more useful information than [[Корисник:端くれの錬金術師]] so I strongly believe deleting those 3k pages is justified. Just in case, in case you need help I can volunteer to do it again just as with the redirects a while ago. P.S. [[Корисник:BaseBot/DB queries/Userpages with the same content]] and here are userpages with the same content grouped by the variation of it. P.P.S. : I think it is clear, but just in case, I mean that [[Mediawiki:Noarticletext]] can be created with something like the current content of [[Корисник:Base/Noarticletext]] (well you can just rename the page, lol) and that would be it, no need to put the templates. Or for [[Шаблон:Страница за разговор]] perhaps [[Mediawiki:Talkpageheader]] is a better choice as it is shown for both non-existing and existing pages, so the header will be there even after someone actually initiates some talk. After that all the existing pages with just those templates could be deleted.
